NDRC Approves the Fund Application Report of Shaanxi Xi'an Preschool Education Development Program

　　近日，国家发展改革委批复了陕西西安学前教育发展项目资金申请报告。该项目估算总投资272.19亿元人民币，利用亚洲开发银行亚行贷款1.5亿美元（约合10.25亿元人民币）。

　　Recently, NDRC approved the fund application report of the Preschool Education Development Program in Xi'an, Shaanxi. The program is estimated to have a total investment of 27.219 billion yuan, using the ADB loan of 150 million US dollars (about 1.025 billion yuan).

　　项目创新性地采取结果导向型（RBL）贷款模式，属我省首例。成果指标包括提升公办园和普惠性幼儿园覆盖率、改善公办园和普惠民办园中保教人员与在园幼儿比以及提高优质学前教育资源覆盖率三项；产出指标包括提高优质幼儿园师资队伍的数量、无证幼儿园数量减少、学前教育管理信息系统的开发与应用以及游戏教育模式的幼儿园示范和推广四项。

　　The program innovatively adopted the result-based lending (RBL) modality, and was the first case in Shaanxi. The result indicators include improving the coverage rate of public and affordable kindergartens, improving the ratio of nurses and teachers to children in public and affordable private kindergartens, and increasing the coverage rate of high-quality preschool education resources; output indicators include improving the number of teachers teams in quality kindergarten, the decrease of the number of unlicensed kindergartens, the development and application of the preschool education management information system, and the demonstration and promotion of the game education model in kindergartens.
